The RTX 3070 and RTX 2080 Ti are effectively tied: within 3% of each other at every resolution. At that distance you will not see the difference without a frame counter, so memory, features, power draw and price should decide it.
The RTX 2080 Ti carries 11GB of video memory against 8GB on the RTX 3070. 8GB is already tight at 1440p with high textures in the newest games, so the extra memory is worth more than it looks on a spec sheet.
At launch the RTX 3070 was $499 and the RTX 2080 Ti $999, which works out to $6.1 and $12.5 per frame at 1440p. On those prices the RTX 3070 is the better value, but street prices move every week, so check before you buy. The RTX 2080 Ti is rated for 30W more board power, which means more heat, more fan noise and possibly a bigger power supply.
